I had to wait quite a while to get this 2.5 second exposure on this fairly busy road in order to create the “deserted” look! This was taken in downtown La Jolla on Pearl St.

I can’t hold still for 2½ seconds. lol.
Since I don’t like using tripods and monopods, I usually just stop down the exposure bias until I get the picture I want. I’ve even gotten “sunset” pictures at high noon by doing that. Photoshop works well, too. lol
